- Develop a community vision, mission & value statements
- Review Library services currently offered
- Select service roles and responses
- Assemble & synthesize all input
- Work towards consensus on needs, goals, activities, programs and services
- Prepare a draft then final document: basic library data, needs statement, library roles, mission, goals & objectives, timeline and implementation strategies
